Summary:

The Director of Capital Projects & Campus Development is responsible for planning, managing, and delivering capital projects across the AltaSea campus at the Port of Los Angeles. This role oversees renovations, infrastructure improvements, shared facilities, and tenant improvements, ensuring projects are completed safely, on schedule, within budget, and in compliance with lease terms, Port requirements, and applicable regulations.

Serving as AltaSea’s primary owner’s representative for capital projects, the Director works closely with the Operations and Facilities Department to ensure that construction activities align with ongoing campus operations and support AltaSea’s public-benefit mission as a nonprofit.

 

Essential Duties and Responsibilities:

· Working closely with leadership, plan, coordinate, and oversee capital projects, including renovations, tenant improvements, and campus infrastructure upgrades.

· Serve as AltaSea’s liaison with architects, engineers, contractors, consultants, tenants, and public agencies.

· Manage procurement, contracts, change orders, schedules, and budgets in coordination with senior leadership.

· Oversee construction activities to ensure compliance with approved plans, safety standards (including OSHA), Port of Los Angeles requirements, and applicable codes and regulations.

· Coordinate and oversee permitting, inspections, environmental clearances, certificates of occupancy, and project close-out documentation.

· Interface with governmental and regulatory agencies and represent AltaSea at public meetings as required.

· Manage tenant improvement projects in accordance with sublease terms and campus standards.

· Conduct regular site inspections with Facilities Team; identify risks, deficiencies, and preventive maintenance needs; and coordinate corrective actions.

· Maintain complete and accurate project records, including as-built drawings, permits, warranties, and compliance documentation.

· Supervise Permitting Specialist and project support staff as assigned.

· Collaborate closely with Operations and Facilities staff to minimize disruption to campus operations and maintain a safe, professional environment.

· Participate in internal meetings and provide clear written and verbal updates to senior management.

· Perform other related duties as assigned.

 

Required Qualifications:

· Minimum 5 years of experience in capital project management, construction management, facilities development, or a related field; experience in public-sector, port, or institutional environments preferred.

· Bachelor’s degree in construction management, engineering, architecture, business administration, or a related field, or equivalent professional experience.

· Demonstrated ability to interpret construction drawings, specifications, contracts, and regulatory requirements.

· Knowledge of permitting processes, safety regulations, and compliance standards applicable to large, active facilities.

· Strong organizational, communication, and problem-solving skills.

· Proficiency in Microsoft Office, Asana and project management software.

· Ability to work in both office and active construction environments and respond to urgent issues as needed.

· Spanish language proficiency preferred.

 

Work Environment

Combination of office and field work across an active port campus, with exposure to construction sites, outdoor conditions, noise, dust, and varying weather.

 

Compensation and Benefits:

Salary range: $130,000–$150,000 annually, commensurate with experience. Benefits include paid vacation and medical, dental, vision, life, and long-term disability insurance.
